Re-Elect Danny Breen for Mayor

I am excited to be running for re-election as Mayor of St. John’s in the October 2, 2025 municipal election.

I am proud to have served as Mayor for the past eight years. We have seen significant achievements as our city has grown and prospered, however, we still face challenges. I would value your support to continue to build a safe, sustainable and welcoming community for everyone.

This has been a busy summer in our beautiful city with many great events and festivals, including the very successful Canada Summer Games. I look forward to meeting folks around town and hearing how you feel about the future of St. John’s.

Proven Leadership

Over the past decade, St. John’s has undergone a remarkable transformation. As Mayor, I’ve worked to ensure that progress is driven by collaboration, innovation, and accountability. From strengthening regional partnerships and diversifying our economy to enhancing public services and opening the doors of City Hall wider than ever before, my focus has been on building a city that works better for everyone.

Here are some of the results we’ve achieved together:

Economic Growth & Tourism

  • Co-founded Advantage St. John’s, a Regional Economic Development Corporation in partnership with Paradise and CBS. Focused on attracting foreign investment, supporting local businesses, and identifying regional opportunities.
  • Championed the Water Street Pedestrian Mall, which is now a summer staple that boosts local business and community spirit.
  • Hosting major tourism events including the 2026 Brier, Churchill Park Music Festival, and Iceberg Alley, driving economic activity and national attention.
  • Led the successful bid and delivery of the 2025 Canada Summer Games, in collaboration with all levels of government, neighbouring municipalities, and the private sector. The Games brought vital infrastructure, economic benefits, and unforgettable experiences to our residents.

Infrastructure & Urban Renewal

  • Delivered major capital projects, including the new Mews Centre opening this September.
  • Initiated planning for a new Goulds Fire Station to enhance emergency response.
  • Improved sidewalk snow clearing with new equipment and a second shift, ensuring safer winter mobility.
  • Modernized Development Regulations in partnership with industry leaders to accelerate approvals while maintaining high standards.

Public Safety

  • Strengthening community safety by increasing security presence in parks and public events such as the Pedestrian Mall.
  • Partnered with the Royal Newfoundland Constabulary to expand foot patrols and successfully advocated for the introduction of Special Constables.
  • Worked with other levels of government and community organizations to support them in their efforts to help the vulnerable in our community with tools within the City’s jurisdiction and fiscal means.

Sustainability & Accessibility

  • Spearheaded the development of Resilient St. John’s Corporate and Community Sustainability Plans, setting an achievable target of Net Zero emissions by 2050.
  • Introduced a three-year Accessibility Plan to make City services more inclusive and responsive to all residents.

Transparent & Accountable Governance

  • Reformed City governance by replacing standing committees with a live-streamed Committee of the Whole, open to the public.
  • Introduced electronic agendas and voting systems for greater efficiency and transparency.
  • Ensured quarterly updates on the Corporate Strategic Plan and published summaries of key Council decisions.
  • Elevated public engagement by creating accessible platforms for residents to share input on City initiatives.

Looking Ahead

There are key priorities we must continue to advocate for to ensure St. John’s continues to grow responsibly and equitably:

  • Modernize outdated legislation and fiscal tools that limit the City’s ability to meet the needs of a dynamic and expanding population.
  • Continued advocacy for a new City of St. John’s Act to replace the antiquated framework currently in place. A modern Act would equip the City with more effective tools to address public concerns and deliver better outcomes.
  • Pursue a new fiscal arrangement with the provincial government. Municipalities rely too heavily on property taxes to fund essential services. A fairer model would include sharing a portion of the existing HST, distributed on a per capita basis. This would ease the tax burden on residents while protecting vital services and encouraging local economic development.
  • Ensure proper oversight of the new secondary wastewater treatment plant. This federally mandated project is expected to cost nearly $400 million, and securing full funding from our Provincial and Federal partners is critical.
  • Complete the Shared-Use Path and invest in necessary amenities such as lighting and snow clearing to make it accessible year-round.
  • Begin planning for a new recreation centre in the west end of the city to meet growing demand and support active lifestyles.
  • Maintain strong support for community organizations that provide essential services and enrich the lives of our residents.
  • Continue to collaborate with Government departments, agencies and community groups to deal with the drug crisis. We have and will work together to use City resources to support those initiatives in our community.
